Let's Get RICA'd. For Real!: Ensuring a Secure and Prosperous South Africa
The "Let's Get RICA'd. For Real!" campaign is a national movement to push for comprehensive amendments to the Regulation of Interception of Communications and Provision of Communication-Related Information Act (RICA) including the empowerment through proper training of and provisioning of tools for those responsible for its implementation, monitoring and enforcement. It is a call to action for lawmakers, businesses, civil society, and citizens to secure South Africa’s digital and financial future.
Together, we can ensure stronger protections for consumers, combat financial crime, and boost the country's chances of exiting the Financial Action Task Force (FATF) greylist.
Why This Campaign Matters
South Africa’s escalating crime rate is closely tied to inadequate controls and weaknesses in the implementation of the RICA. Poor compliance by network operators, distributors, and retailers has created vulnerabilities, enabling activities like money laundering and the financing of terrorism—issues central to South Africa’s socioeconomic challenges.
South Africa’s greylisting by the FATF in February 2023 highlighted deficiencies in combating these financial crimes. Greylisting has had serious repercussions for the economy, denting investor confidence, straining foreign relations, and damaging the nation’s global standing.
Addressing this challenge by reforming RICA and enforcing stricter compliance measures is among the most direct and impactful actions our lawmakers, mobile network operators, and SIM card vendors can take to create a safer, more prosperous South Africa. Enhanced RICA controls would close critical gaps, reducing illicit financial flows and building resilience against crime, thus supporting a brighter economic and social future.​
